Host: Dr. Julie Damron-Brown
Guest: "Steve Moore San Joaquin County Sheriff
Elected Sheriff in 2006, has been in law enforcement since a youth as an ""Explorer"", running for re-election in 2018.
Manages 850 employees including 300+ deputy sheriffs & 300+ correctional officers. Also runs the Superior Courts, Metro Narcotics Tast Force, Coroners Office, Public Administrator, Metro Airport Security, Director of Animal Service, Heads County Jail, Investigative Services, Civil Services, and supports other joint operations, including Auto Theft Task Force, Joint Security Task Force, High Tech Crimes Task Force
300-350 calls for service per day
Issues with the ""Honor Farm"", there have been some escapes, but most are quickly recovered. The farm is used to keep from releasing convicts due to housing requirements.
Homeless at the Honor Farm: there are some similarities in needs, both groups need rehabilitation for reintegration into society; would be a program site, not a shelter.
The ""Ready-to-Work"" program is a public/private partnership designed to rehabilitate, train, and employ to homeless. There will be drug and lifestyle monitoring of participants, and no co-mingling of participants and inmates. The Dept is launching a proof-of-concept program now.
They need to be taught 'life skills' that make them independent and self-sufficient.
Narcotics: Task Force is one of the largest operations in the department. Cannabis Legalization will be a learning curve; driving under the influence issues has opened many questions that need to be worked out.
Gangs: Most gangmembers are within the city. The sheriff's office provides help to those that want to escape gang life. The ""Community Car"" program seeks to bridge the divide between law enforcement and the community, hoping that the outreach can help youth avoid the gang lifestyle. The Explorer program seeks to involve youth in law enforcement activities, that can become cadets which are paid positions, feeding the academy with well-trained and moulded individuals.
Body Cameras: implementing body cams on street officers now, and adding more divisions to be implemented this year.
Coroners' Office: ""I support what the people want."" the policies were in place before Moore, he is willing to work with Board of Supervisors to find best practicies.
Missing Evidence: Grand jury said there are no missing items. We have done a complete inventory, and implemented new practices to improve tracking, and we will be submitting the report soon.
Worst part of the job?: Issues are complex, but implementing solutions take time.
Best part of the job?: Being able to fix things for people, and to engage with the public.
Want to help?: Call things in, report problems. We want and need to hear from you. Get involved, especially youth as Explorers and seniors as S.T.A.R.S.
